Turbulence represents the lowest level of structured organization in the Elementary Field. It emerges only once correlations begin to appear among the EA Modes, but these correlations are extremely weak, rapidly varying or short‑lived, and spatially limited. Turbulence consists of minimal but non‑zero organization: patterns of correlation among some or all of the four Components of Elementary Action that are highly unstable and unable to sustain any identifiable configuration.

From the perspective of the Field, Turbulence is the first departure from the absolute vacuum of organization (the unstructured Field). It is a regime of evanescent structuring, where the Field's dynamism exhibits fleeting tendencies toward organization without ever stabilizing into Potentials or InfoStructures. Turbulence has extremely modest informational content and does not constitute an Information Structure; it is a natural, spontaneous, impermanent form of organization of the Field.

Turbulence is ubiquitous, present at all scales of magnitude, from less than the Planck domain to the largest cosmic structures. It permeates the unstructured Field, but also the structured Field and all aggregations of InfoStructures and Forms. Turbulence is found in the chaotic dynamics of quarks and gluons inside nucleons, in atomic and molecular interactions, in gases and liquids, in plasmas, in stellar interiors, in planetary atmospheres, in galactic dynamics, and in the cosmic web. At every scale, turbulence manifests the incessant, chaotic, ever‑changing dynamism of the Field.

Within this universal turbulence, the Field exhibits resonances of organization — transient, localized, or extended patterns of correlation — that we recognize as emergent structures: Potentials, Dark InfoStructures, Ordinary InfoStructures, and the Forms composed of them. These emergent patterns are small, mutable, impermanent, yet significant: regions of enhanced organization within a background of chaotic processes. The Forms we observe in Nature — particles, atoms, molecules, compounds, fluids, stars, planets, galaxies, and cosmic filaments — are all manifestations of temporary, resonant organization arising from the underlying turbulence of the Field.

In this sense, Turbulence is not merely the lowest level of structured Energy: it is the ever‑present substrate from which all higher forms of organization emerge, evolve, and dissolve. It is the universal background of dynamical activity, the chaotic sea within which Potentials and InfoStructures appear as islands of organization, shaped by correlations of Elementary Action and sustained by the Field's incessant dynamism.
